Gentlemen,
With reference to your letters of the 6th
April and 23rd instant, I am instructed by the Director
of the War Trade Department to inform you that caution
should be exercised in any transaction with the Rotterdam
firm you mention, full and stringent guarantees being
obtained against any goods you may send them, or articles
in the manufacture of which they are used or employed,
being exported directly or indirectly to the enemy.
I am to add that it is improbable that licences
will be issued to export to this firm goods which are on
the prohibited list.
This Department has no information concerning
the firm in Hong Kong-
